message from the facilitators.
Dear Guest,
First of all,
we would like to thank you for visiting our site. We hope you have
a better understanding of our program and if you ever have any questions,
feel free to contact us.
The McCartney
Center is an idea that took 18 months to make happen. Prairie
Ridge Addictions Treatment Center in Mason City, Iowa, was very
instrumental in making the McCartney Center become a reality. We
thank them for having the courage to be involved with this program
and are grateful for the long hours spent with the judges, county
attorneys, and their staff building this wonderful program. Without
their continued support the McCartney Center would not be what it
is today.
The McCartney Center was named after a Charles City family who has
spent over 60 years serving the people of Charles City and North
Iowa. "Mac McCartney" served as Floyd County sheriff for
over 30 years. His son, Ralph McCartney, served as a Floyd County
attorney, a state legislator, and on the Iowa Court of Appeals.
When we first
came up with the idea of combining an OWI school with the jail weekend,
we visited with now-retired Judge Ralph McCartney. Because of his
knowledge and expertise, we wanted his opinion and knew his advice
would be invaluable. He provided us with answers on how to move
forward with this project and shared his thoughts on how to strengthen
our program. His guidance also convinced us that there was a need
for this type of service in North Iowa.
After the project
started to develop we asked the McCartney family if they would allow
us to honor their family by naming our program the McCartney Center.
The individuals
behind the ideas, planning, and implementation of the McCartney
Center have continued on with the organization as facilitators and
instructors.
Ann
Troge is a lifelong resident of Charles City and is one of the
two facilitators / instructors for the program. Ann practices law
as a local attorney and formerly taught school.
The other facilitator / instructor, Bill
Cavanaugh, came to Floyd County from Clear Lake, Iowa to start
a career in law enforcement at the age of 20. Bill, along with his
wife, served as live-in jailers at the Floyd County Jail prior to
accepting a job as a night patrol deputy with the Floyd County Sheriff’s
Department. He worked his way up to sheriff and retired from law
enforcement after 24 years.
We are certified
“Prime for Life” instructors as part of the Prevention
Research Institute. Without the help of Iowa Prime for Life
coordinator Michelle Ellison and PRI, the McCartney Center would
not be in business today.
We keep our teaching style very simple and sum up what we do with
this:

what our program participants are going through and haven’t
forgotten how this affects a person’s entire life.
