A message from the facilitators

First of all, we would like to thank you for visiting our site. We hope you have a better understanding of our program and if you ever have any questions, feel free to contact us.

Second Chances is an idea that took 18 months to make happen with long hours spent with judges, county attorneys, and others building this wonderful program. Without their involvement, Second Chances would not be what it is today.

When we first came up with the idea of combining an OWI school with the jail weekend, we visited with now-retired Judge Ralph McCartney. Because of his knowledge and expertise, we wanted his opinion and knew his advice would be invaluable. He provided us with answers on how to move forward with this project and shared his thoughts on how to strengthen our program. His guidance also convinced us that there was a need for this type of service in North Iowa.

The individuals behind the ideas, planning, and implementation of Second Chances have continued on with the organization as facilitators and instructors.

Ann Troge is a lifelong resident of Charles City and is one of the two facilitators/instructors for the program. Ann practices law as a local attorney and formerly taught school.

The other facilitator/instructor, Bill Cavanaugh, came to Floyd County from Clear Lake, Iowa to start a career in law enforcement at the age of 20. Bill, along with his wife, served as live-in jailers at the Floyd County Jail prior to accepting a job as a night patrol deputy with the Floyd County Sheriff’s Department. He worked his way up to sheriff and retired from law enforcement after 24 years.

We are certified “Prime for Life” instructors as part of the Prevention Research Institute. Without the help of Iowa Prime for Life coordinator Michelle Ellison and PRI, Second Chances would not be in business today.

We keep our teaching style very simple and sum up what we do with this:

We understand what our program participants are going through and haven’t forgotten how this affects a person’s entire life.
